The Kaduna State Government and the Bill & Melinda Gates Foundation have signed the Kaduna Mutual Accountability Framework (KaMAF) to deepen collaboration, strengthen accountability, and drive sustainable development across the state.
Governor Uba Sani described the framework as a “bold shift from promises to delivery,” stressing its importance to Kaduna’s development agenda.
“By ensuring accountability, transparency, and alignment with the priorities of our citizens, Kaduna State is building a more inclusive, resilient, and prosperous future. We are proud to partner with the Gates Foundation to drive real, measurable change that improves lives across our state,” the governor said.
A joint statement by Fatimah Abubakar Alkali, Senior Communications Officer of the Gates Foundation, and Ibraheem Musa, Chief Press Secretary to the Governor, confirmed that the agreement was signed in New York on Tuesday during the United Nations General Assembly.
According to the statement, KaMAF is a non-binding framework designed to guide strategic dialogue and collaboration. It builds on the Kaduna State International Development Cooperation Framework (2017–2020) while introducing new mechanisms for measurable commitments, strategic dialogue, and citizen-focused monitoring.
The partnership will prioritize five key areas: strengthening healthcare systems, improving primary healthcare, enhancing maternal and child health outcomes, boosting disease prevention and response, and promoting sustainable agricultural practices to ensure food security. Other areas of focus include building robust data systems for evidence-based decision-making, supporting transparent budgeting, and advancing financial and digital inclusion particularly for women to increase household economic resilience.
Uche Amaonwu, the Gates Foundation’s Country Director for Nigeria, emphasized the human-centered approach of the initiative:
“Our work in Kaduna is grounded in a shared vision for inclusive, accountable, and data-driven development. We are not just investing in systems; we are investing in people, communities, and institutions that support sustainable change. The Foundation stands ready to support Kaduna in strengthening primary healthcare, expanding economic opportunities, and ensuring that every naira spent delivers real impact,” he said.
